Richard Fields, the former owner of Suffolk Downs, is aiming to get back in the game. Along with Armand Janjigian, a longtime Thoroughbred owner and breeder in Massachusetts, he is planning to develop a new racetrack and restore live racing in the state under the banner of Commonwealth Racing.

Key was the passage of a sports betting bill by the Massachusetts legislature Aug. 1. Massachusetts Gov. Charlie Baker, an enthusiastic backer of sports betting, is expected to sign it within the 10-day window allowed.

The bill provides for 15 licenses for fixed sports betting locations, and existing in-state racetracks, casinos, and slots parlors are granted the rights to apply for one of the licenses and partner with two mobile sports betting platforms. Moreover, it stipulated that any new racetrack operating under the state’s current racing and simulcasting legislation will be given a grant for one of the sports betting.
